      EPCm .... Engineering, Procurement and Construction Management

      This type of contractual arrangement typically includes the Owner directly contracting other entities which may provide construction related services that are to be managed by ICC on the Owner's behalf. EPCm services offer the Owner the opportunity to lower costs, expedite implementation, minimize project risk, and minimize post implementation Owner training requirements.

      Generically, ICC is contracted by the Owner to execute Engineering Services including sufficient "up-front" or conceptual / preliminary engineering and design activities by ICC. This preliminary engineering work is preceded by conceptual business planning by the Owner and completed prior to execution of detailed design by ICC. the conceptual / preliminary engineering work produces review documentation, establishes a project budget and analyzes project feasibility before proceeding with additional expenditure.

      A Construction Industry Institute study (SD105) indicated that the utilization of conceptual / preliminary engineering activities and studies typically yielded 20% average cost reduction, 39% average schedule reduction and 15% average utilization or capacity increase when compared to projects upon which the least effort of pre-project planning occurred.

      The conceptual / preliminary engineering process includes Planning, Data Gathering, Establishment of the Basis of Design, Establishment of Project Budget and Final Documentation. This final documentation establishes;

      Project Schedule and Execution Plan     Design Specifications
      Analysis Report including applicable Alternatives     Project Scope Definition
      Drawings for Approval to execute Final Design     Bills of Materials
      Allocation of Resources (ICC / Owner / Others)     Project Cost Justification  
      Master Project Budget

      Subsequent to execution of approval to proceed by the Owner, ICC will execute final design and produce bid packages including documents and drawings, final equipment lists, and other documentation as may be required for the Owner to use to solicit proposals and bids from installation / construction contractors and equipment or device vendors. At the Owner's sole discretion, ICC can be tasked with purchasing and expediting project equipment or contracted services.

      Following Procurement of  the goods and services required to execute the designed project, the Owner can choose to contract ICC to provide Construction Management services as the Owner's representative assuring that construction, fabrication. permitting and installation are executed by the providers of  procured goods or services in accordance with the intent, budget constraints and specifications established during the final design segment of the EPCm process.
